ในปรัชญาการเมือง คำกล่าวว่า ความยินยอมของผู้ถูกปกครอง (consent of the governed) คือมโนคติซึ่งความชอบธรรมของรัฐบาลและสิทธิทางศีลธรรมที่จะใช้นั้นชอบด้วยกฎหมายตราบเท่าที่ประชาชนหรือสังคมยินยอมให้ใช้อำนาจดังกล่าว ทฤษฎีนี้ขัดแย้งกับหลักเทวสิทธิราชย์และมักถูกนำมาใช้เป็นเครื่องต้านความชอบธรรมของลัทธิอาณานิคมในประวัติศาสตร์ที่ผ่านมา
พบการใช้คำกล่าว "ความยินยอมของผู้ถูกปกครอง" ในคำประกาศอิสรภาพสหรัฐ ค.ศ. 1776 ร่างโดยทอมัส เจฟเฟอร์สัน หนึ่งในบิดาผู้ก่อตั้งสหรัฐซึ่งเชื่อคล้ายกับจอห์น ล็อก นักปรัชญาชาวอังกฤษในรัฐที่ก่อร่างขึ้นด้วยความยินยอมของพลเมืองเสรีและเสมอภาคกัน (free and equal citizen) รัฐอื่นใดที่ไม่ได้รับความยินยอมจะขาดความชอบธรรมและ (rational-legal authority)
