การประชุม
สมาชิกของคณะกรรมาธิการ 3 ฝ่ายล้วนแต่คัดเลือกมาจากบุคคลที่มีตำแหน่งสูงในบริษัทเอกชนหรือมีตำแหน่งทางการเมือง อันประกอบด้วยสมาชิก 107 คนจากทวีปอเมริกา 150 คนจากทวีปยุโรป และ 75 คนจากญี่ปุ่น ต่อมาในปี ค.ศ. 2000 ได้มีการขยายจากประเทศญี่ปุ่นเป็นประเทศในทวีปเอเชียและเขตมหาสมุทรแปซิฟิก ทำให้กลุ่มเอเซียตะวันออกไกล (เกาหลีใต้ จีน ไต้หวัน) โซนโอเซียเนีย (ออสเตรเลีย นิวซีแลนด์) และ ประเทศกลุ่มอาเซียน ถูกรวมเข้าไปด้วย
